13 November (16:30-18:00) – Leveraging Financial Resources for NAPs| UNDP Pavilion - Green Zone
The side event will bring together NAP support agencies and donors, as well as country representatives, to present the steps countries take to lay the groundwork including scoping, sequencing, designing adaptation planning proposal and financial resource mapping for their NAP process. This baseline work is crucial and undertaking it is vital to attracting finance both for the adaptation planning projects at the design board but also for implementing NAPs. Support for this requires drawing financing from all available support sources.
Many countries have started their NAP process and developed roadmaps but have lacked resources to go beyond these initial steps. The NAP-GSP, NAP-Ag and other support programmes by bilateral technical partners, have supported countries in establishing the baseline for adaptation planning, identifying the support needs, developing capacities to advance the NAP process and institutionalize adaptation mainstreaming. These activities constitute the foundational work for countries to leverage funds to formulate and implement their NAP.
The event will discuss:
- How scoping and prioritizing activities for adaptation planning is conducted
- Opportunities for NAP capacity building and knowledge mobilization
- Highlighting best practices, challenges and ways forward in leveraging finances
- Listening to country experiences
Background
The Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) established a process to formulate and implement the National Adaptation Plan (NAP) in 2010 under Cancun Adaptation Framework. The objectives of the NAP are to reduce vulnerability to the impacts of climate change and to integrate adaptation into all levels of development planning for the medium to long term. By bringing greater institutional integration and coordination to adaptation planning, NAPs can enhance ongoing national development planning processes, safeguard development gains, and build resilience. With the entry into force of the Paris Agreement, there is now a global goal on adaptation and most NDCs include an adaptation planning component. The adaptation component of the NDCs emphasize the need to undertake detailed activity planning for medium to long term adaptation through NAPS., as this detailed planning does not currently exist.
In Durban, the CoP adopted initial guidelines for the formulation of national adaptation plans as well as requested United Nations organizations, specialized agencies and other relevant organizations to support the national adaptation plan process. Besides, under the Paris Agreement, the Parties have requested Green Climate Fund to support formulation and implementation of national adaptation plans (NAP).
The joint United Nations Development Programme (UNDP)-UN Environment National Adaptation Plan Global Support Programme (NAP-GSP) was launched in June 2013, financed by the Global Environment Facility (GEF) Least Developed Countries Fund (LDCF), and the Special Climate Change Fund (SCCF) as a response to CoP.17 in Durban. The NAP-GSP, together with partners, are assisting developing countries to identify technical, institutional and financial needs to integrate climate change adaptation into medium and long-term national planning and financing.
